A simple usability study would have fixed this problem and likely prevents the false alarm in Hawaii. I equivocate because the study itself would not have fixed the problem. Unfortunately, it would likely have been IDENTIFIED as a problem that the powers-that-be (on every level) would have then ignored or discarded as unreliable. Sigh.
